| 内容記述 | 80年代半ば以降,公的セクターに民間企業における経営手法を導入し,行政運営の効率化を目指す一連の行政改革（ニュー・パブリック・マネジメント,NPM）が先進各国で展開されており,保健医療福祉もその例外ではない。本稿では,NPMの福祉領域への適用を考えるにあたり,NPM型施策の主要な特徴である「業績/成果（performance）による管理」に焦点を当て,英国の社会サービスの業績指標を例に取り上げる。まず,英国自治体における業績指標の導入の経過を踏まえ,2000年4月から英国の自治体に導入された「ベスト・バリュー」の枠組みにおける,包括的な業績指標群「社会サービス業績評価フレームワーク」（PSS PAF）の概要と特徴について言及した。その上で,PSS PAFにみる福祉領域の業績指標の意義と課題について考察した。また,業績指標と測定の仕組みを住民参加型の意思決定に活用する可能性について若干の考察を行った。福祉サービスの業績をいかに定義するかは重要な課題であり,今後わが国においても,このような業績/成果に対する説明責任（アカウンタビリティ）が求められてくることは必須と考えられ,先進的な英国の事例を通してわが国への適用について検討する必要性があると決論づけられる。 | |||||

| 内容記述 | This paper discusses the application of performance measurement on social services. It illustrates Personal Social Services : Performance Assessment Framework, PSS PAF, which was introduced in England in April 2000. Performance Measurement is the critical approach of New Public Management, which is the on-going structural reform of the worldwide public sector. In England, in the scheme of Best Value, it covers all fields of public services provided by local authorities including social services. The implications and limitations of this framework PSS PAF are discussed, which are related to the inherent characteristics of performance measurements. These are the points to be specially considered in utilization of these measurements for social services, however, it is necessary to recognize the importance of performance-based accountability on social services and to apply outcome information to a continuous quality improvement process. | |||||
