The first law to deal with them was established as the Law to Control the Mentally Subnormal in 1900. It was changed to the Mental Hygiene Law and later amended to the Mental Health Law. Finally the Law related to Mental Health and Welfare of the Persons with Mental Disorders was enacted. The changes in the law have reflected the history of the treatment of people with mental disorders.
