| 内容記述 | 2000年の10月に財政当局はかねてからの課題に答えるため『国の貸借対照表（試算）』を発表した。公債残高の累増に対する懸念から日本財政システムが依然として明治期以来の現金主義にとどまっている点が指摘された点へのひとつの解答ではある。しかし,その努力は買えるし, 一定の役割は有するであろうが, 改革ののろし-すなわち, 現行の予算システムが単年度の財政状況によって意思決定され,現在及び将来にわたる国民の負担や, その持つ資産の状況が視野に入らないことへの疑念には答となっていない。本稿は現行の公会計制度の問題点やその改革案の背景にある福祉国家の財政への知的階層のいら立ちを指摘するとともに, 発表された『国の貸借対照表（試算）』について公会計改革への期待との落差を指摘し, 福祉国家における財政民主主義の限界についての考察を行うものである。 | |||||

| 内容記述 | The financial authorities annaunnced in October 2000 The Govermennt Balannce Sheet （Primary trial） and Provisional Concepts and standards for The Japanese Govermennt Balannce Sheet This report could be a solution for conventional Japanese goverments' accounting system which is based on cash flow accout. It may be a step of advance and will play rolefor improvement. However, it does not clarify oun anxity for current and future burdens of nation. This thesis is intended to point out the problemus concerning the current public accouting systemus, whitch have caused irritations on the side of intellectuals, furthermore, thus annunced government balance sheet （primary triarl） will be analyzed in terms of the gap from the expectations for better systemus, and the limitation of the financial democracy in a welfare state. | |||||
